It's good to know that you can actually win. I have never heard of a non-US based credit card. How does that work, don't they need your billing address?

I have no clue how it works. This is the first time I have heard of it myself. I will have to see if anyone that I know who used to play bingo online are going to or have signed up for one.

YOu can check out off-shore and Swiss accounts if you want to see how it works. It's simply opening a bank account which is non-U.S. based and then getting a visa card for that account.

But what I am wondering is it againest the law to do this in the states? I mean if I signed up for one and just say I got caught would I be breaking the law?

That is a good question. I think it seems like it would be. If we are not supposed to have it in the US, and we go a round-about way of doing, it doesn't seem legal. But, on the other hand, if it is so easy for us to obtain a bank account in a country that we do not live in.... Well, maybe because that is their laws, not ours. In other words, if they allow us to open an account in their country, it is OK by them, but that doesn't mean it was OK by US laws.

Having an offshore account and using it is not illegal. Where it gets hazy is about paying taxes on earnings for those accounts. For instance, because I live in both the UK and the US, I have one where I have checks I can either write in sterling or in dollars. It's common that expats use off shore accounts not to mention people who earn income in foreign countries but don't want to bring it into the US or the UK for huge taxation.
