Yes, "to blow off" means ignore, put off, to consciously not do it because you bloody well don't want to do it!
Another Americanism close to it is to "shine on", which means the same but might be a less vehement way to put it.
To shine on someone means to ignore, but to blow someone off has more of a "finger" to it.
